Delegation Under Fire in Jenin – Israel Apologizes, but It Isn’t Enough

A planned visit to a war zone dramatically developed as warning shots were fired near European diplomats.

A tour in the Palestinian city of Jenin turned dramatic on Tuesday when warning shots were fired close to a delegation of European diplomats.

The incident now prompts the EU’s foreign policy chief, Kaja Kallas, to demand an official investigation from Israel.

We strongly urge Israel to investigate this incident and hold those responsible accountable,” Kallas said at a press conference with the African Union. She emphasized that “threats to diplomats’ lives are unacceptable” and reminded Israel of its obligations under the Vienna Convention, which obligates states to protect foreign diplomats.

According to the Israeli military, the shots were fired as a warning because the delegation diverted from the pre-approved route in an area that was an active conflict zone at the time.

The IDF subsequently stated that it “regrets the inconvenience caused.”

But that wording is not well received. A Western diplomat from one of the countries participating in the visit calls the incident “serious” and warns that a reaction will follow. “This is not an inconvenience. This is a serious incident, and we will respond appropriately after consulting with our partners,” the diplomat said.

The delegation, which included Arab and European diplomats, was at the eastern entrance to the Jenin camp when the shots were fired.

The area has long been marked by conflict, and the Israeli military regularly conducts operations in the region.

The escalated situation casts yet another shadow over the already tense relationship between Israel and the EU.

And while the IDF maintains that procedures were followed, the diplomatic unrest seems to be only increasing.

Kaja Kallas’ message is clear: The obligation to ensure diplomatic security is non-negotiable. In this case, an apology is not enough. Action must follow words.
