In a video released the same evening as the signing, Trump stated: “We have seen it time and again – terror committed by people who should never have been in the country.”

He emphasized that the new rules aim to prevent both inadequately screened travelers and those who overstay their visas.

Trump also highlighted his previous policy in this area: “Our first travel ban proved to be one of the most effective ways to prevent major terror attacks on American soil.”

Examples of High-Risk Countries

According to the administration’s assessment, Afghanistan is considered a high-risk country due to the Taliban regime and a student overstay rate of 29.3%.

Iran continues to be designated as a sponsor of terror and does not cooperate with American authorities. Libya, Somalia, and Yemen are also highlighted as countries without functional governments, compromising the possibility of reliable documentation and identity screening.

“We Don’t Want Them”

Trump concluded with a clear message: “We will not allow people who wish us harm to gain access to our country. Nothing will stand in the way of our efforts to keep America safe.”
