On Sunday, Hungary and Ukraine were supposed to sit down at the negotiating table in the city of Uzhhorod. The aim was to discuss a series of proposals from Budapest intended to improve conditions for the Hungarian minority in Ukraine’s Transcarpathia.
The Ukrainian delegation arrived in the city with expectations, but the meeting was abruptly canceled by Hungary shortly before it was due to begin. According to the Ukrainian Ministry of Justice, it was without any explanation.
This sudden cancellation must be seen in light of the deadly diplomatic chill that has spread between the two countries in the wake of an escalating espionage scandal.
Spy Network and Expulsions: An Affair with Deep Roots
It all began when Ukraine’s Security Service, the SBU, announced on May 9 that they had uncovered a Hungarian military intelligence network in Transcarpathia.
Two former Ukrainian soldiers were arrested, suspected of having passed sensitive information to an officer from Hungary’s intelligence service.
In response to the discovery, Ukraine expelled two Hungarian diplomats, which Budapest reciprocated with a corresponding expulsion.
However, Hungarian Foreign Minister Péter Szijjártó dismissed the allegations as “propaganda,” claiming that his government had never received any official documentation from Kyiv.

The conflict culminated on Friday when Hungarian anti-terror forces made an arrest in downtown Budapest.
A Ukrainian citizen, who according to Hungarian authorities had previously worked under diplomatic cover, was apprehended and expelled the same night. His activities were labeled as a “serious threat to Hungary’s sovereignty.”
As explained by the Hungarian government: “The situation was resolved, and the man was expelled as his presence posed a security risk.”
