Narva, Estonia’s easternmost city and gateway to Russia, is about to undergo a significant transformation. The Estonian Defense Forces have decided to establish a new military base in the city.

The decision is both strategic and symbolic, intended to clearly demonstrate that the state is present—every day, all year round.

Narva Becomes a Military City

The plan is for more than 200 Estonian soldiers, along with units from allied nations, to be stationed in Narva.

This will include conscripts, professional soldiers, and reservists. The base will be designed to allow different units to rotate in and out, maintaining readiness for a period before returning to their home garrisons in places like Jõhvi or Tapa.

This flexible model makes it possible to adapt the presence as needed—without compromising on training and education.

Close to the City Center – Close to Everyday Life

The goal is to place the base as close to the city center as possible. It is not intended to be a remote or hidden installation, but a visible and natural part of the urban landscape.

When uniforms become a part of daily life on the streets, it reinforces citizens’ sense of security and national presence. In other words, the presence becomes both physical and psychological.

This normalization challenges the previous absence. Historically, Narva has had a very low military profile, despite its strategic location.

The new base changes that and creates a new reality for the city and its residents.

Allies Offer Support

The project is not being carried out in isolation. Estonia’s allies are ready to join and deploy their units alongside Estonian forces.

This reflects close cooperation and a shared understanding of the importance of a visible presence at the border. For many international soldiers, operating in this area is also an appealing challenge.

A Clear Message

The establishment of the base in Narva is not just a practical matter of logistics and training. It is a declaration. A message to anyone who might doubt who Narva belongs to. And at the same time, a promise to the city’s own citizens—that the state not only protects them, but also stands shoulder to shoulder with them.
